The orchestration layer is configurable rather than hand-coded, so HR can adjust the steps without engineering involvement. Every action is logged with its inputs and outputs; the audit trail is the same artefact the workflow runs on.

The user-facing experience did not change. What changed is that the steps cannot be skipped, lost, or done in the wrong order.
